sm_fortressblast_admin_flag is a ConVar which determines what flag will allow the player to use the admin commands sm_setpowerup and sm_spawnpowerup. See the SourceMod wiki for what type of values it accepts. This ConVar will be ignored if Debug mode is enabled, allowing anyone to use the commands instead.
